This isn't obtained from Formula XXXI, which doesn't appear to exist in the game. It can be found in a guarded chest in the Monsalar Widlands. Specifically, in the Northeast of the map, somewhere between the Watchtower and the capital Lithesta (in front of the broken pillars which I think were shackled by the 'red chains' early in the game).
